The Council is seeking a development partner to bring forward the redevelopment of a range of sites in South Shields town centre. It is anticipated that the initial development will involve sites at Wouldhave House, Harton Quays, Barrington Street, Fowler Street West (Phase 1) and Union Alley Car Park. This development will be retail led, but will also include a mix of leisure and other commercial uses, and potentially a public library provided that the Council’s procurement and development timetable can be met by the private sector partner. Further development sites may be included in the partnership, and while the mix of uses on these sites is likely to be similar to the core sites initially included, it could also include alternative uses such as residential. The partner will be required to provide master planning and urban design services, and will develop a scheme that is viable and acceptable in design and planning terms. The partner will be responsible for managing the planning process. Once an acceptable scheme has been developed the partner will be required to oversee its delivery, either by acting as the master developer and sub-contracting works, or by direct delivery, or a mixture of both. The procurement will be progressed through the Competitive Dialogue process. The Gross Development Value is estimated to be between 50 000 000 – 100 000 000 GBP, dependent on the content of the scheme. It is anticipated that the project could last circa ten years although the Council wishes to see significant development brought forward during the first five years in particular.
