By virtue of its location between mountain and lake, the city of Neuchatel stretched its territory between the eighteenth and nineteenth century by constructing successive embankments. The Jeunes-Rives was thus for- med by reclaimed land in the 1960s. Since then a lot of constructions took place in a rather sporadic fashion where today we can find a marina, university, purification plants and ice skating rings. In the middle of this site, encroaching on the lake, a large void devoted to leisure, relaxation and parking was created. Despite this aim it is noti- ceable nowadays that the Jeunes-Rives do not have a clear identity and does not fully take advantage of its topographical, geographical and urban situation. The site has potential: we can mention in particular its flexibility which al- lowed hosting of the exhibition (Expo ‘02) and a yearly music festival (Festi- Neuch). The natural landscape quality of the Jeunes-Rives predestined the location to be a true urban park near the water. In spite of the intrinsic qualities of this territory, a design was never fully accomplished, and the inhabitants of Neuchatel do not feel that the area is part of their identity.
