The design proposal accounts for the requirements of the Client, environmental conditions,restrictions indicated in the brief, regulatory and building specifications and project rationality. The site is bordered by the Atyrau-airport highway to the south, the road to the training center to the east, the AGIP KCO training center to the north, and the area of the future residential facility to the west. The relief is mostly smooth and it is currently below the average road level by roughly 1.5/2.0 meters. The initial designing assumption is that the main building be positioned above the current ground level, in order to envisage a concealed “technical floor” (covered car parking area and technical rooms) but also to “shape” the land with slopes, thus enhancing the entrances, the green areas and the main routes. To this end, the current ground level would be the reference level for pile driving and foundation plinth casting; all utility cables and piping would pass through tunnels positioned at current ground level, in order to avoid excavation works in the presence of water. This hypothesis can be materialized quite easily, given the extension of the site and therefore, the possibility to blend the building entrance level with the surrounding ground level. The second assumption concerns the planned shape of the main building: a U-shaped building around an internal square, with all the ancillary facilities buildings facing the square (canteen, sports center, medical center, etc.); this allows to obtain an internal space of major architectural value, which is also the roof of the covered car parking area. The ancillary facilities, fanning out from the square, look out on to the square on one side and to the west on the other, i.e. on to the future residential facility. The general design idea is to have a unitary complex where relations between the different functions are made possible, while in terms of layout the building focuses on a catalyzing center which is the square-space. As for the position of the complex on the site (total area of about 133000 sqm), it would stand on the northernmost portion of the site, so as to be near the training center (to which it could be connected via an internal route) but distant from the Atyrau-airport highway (a barrier of greenery could be erected to conceal the road); the unused portion of the site could be used in future to expand the residential facility. The complex is sized for 1.800 people, i.e. the anticipated manpower of 1.500 people, increased by 20% to account for the requested flexibility.
