The site and the study area include the whole surface of the Vardø harbour. As the program says, the harbour is partly deserted after the downfall of the fishing industry. All along the harbour line there are old buildings that must be preserved for their original and historical character. This buildings should be renovated and used with functions of public interest. The aim of the project it was to find out a specific and prominent point of the harbour area in order to create a significant place that contains the requested functions by the program, and turns that space in a sort of focus in the urban structure. So functions, program and buildings have to create a strong urban space. It is the square to keep together the two new buildings: the swimming hall and the aquarium, facing the sea, the harbour, the town hall, the city center and the main axis of the town coming from the church. The square become the node that keep together these main urban elements. The different level between the dock and the city level is the opportunity to create a flight of steps that will be used as a sort of arena.
