General
The new building will become the inspirational working environment for students and lecturers, joining in one complex three schools which so far have been functioning separately. At the same time the new building has to be also a place where concerts and events are open to the citizens of Tallinn.

Location
The building has been designed into the place fixed by the terms and conditions of the competition, complying with restrictions imposed in terms of heights. The building is aligned with Tallinn Polytechnic School, giving an open view from Pärnu Road over the Luther’s villa. Under the entire building two-level parking is planned, with entries from Liivalaia Street and Pärnu Road. As long as in the terms and conditions of the completion there is not much information about the future of the surrounding quarters, the adjoining areas (e.g. Swedbank back yard and yard of the Printshop) are considered nominally. Presumably, in the nearest future Tallinn City Planning Department will form a holistic vision of the quarter laying between Liivalaia St, Pärnu Road, Veerenni St.

Spatial concept
Relatively large building is designed as a closed quadrangle around a two-level yard. The purpose is to accommodate the required programs on a possibly fewer number of stories in order to minimize vertical movement and create the active communication stimulating environment on the one important level. At the side of Pärnu road, a dormitory supported by columns is designed which has lower demands for acoustics compared to the study rooms. At the same time, an entry into the building from the street and a parkway in front of the building should allow creation of the indoors environment corresponding to the standards. The dormitory begins with the forecourt. It will serve as a place of assembly for the school students and guests. The stairs goes to the enclosed green field court situated on the ground floor level which is the heart of the school. The lobbies located in front of the big halls, café-canteen, and pass ways to the study modules and dormitory meet on the same level. This is the place where every student and teacher meets the other at least once a day. The enclosed court is partly covered and entry into it is open from all sides. In warm seasons the court will serve as a recreation area. Rooms with the highest acoustics demands (halls, studios) are located in the inner part of the quarter. The junior class-rooms module is situated on the ground floor, and has a private entry from Liivalaia Street, there is a possibility for cars to approach this module. Sports hall can be also used independently from the building itself. There is a pass way from the sports hall into the Polytechnic school yard.

Constructions and engineering
The supporting framework of the building is formed by the solid cast reinforced concrete framing, interior walls mounted from reinforced concrete panels and ceilings from reinforced slab panels. Steel constructions are partly used (glass façade of the big lobby). The outside walls are light walls. In design of the building sustainable technologies are used.

Finishing
In the outside finish of the building are used façade panels from composite steel decks. In front of the windows there are sun protection panels from the same material – fin panels. It is possible to control them automatically according to the weather. This is the opportunity to save both on the expenses on heating and conditioning, also, the exterior of the building will be changeable according to the weather and day-time.
