The general architectural expression emerged from the following basic considerations:

The design should be free from all dogmas, originating more sensitivity and emphasizing the figurative construction, rather than typological style.

The project being a Complex of Ministries, formal and informal activities will take place simultaneously. Therefore, the formal, which also is represented by the hierarchy in the social fabric, is dissociated from the informal (public & employees) and is clearly reflected in the architectural expression of the Complex.

The Public Main Entrance (from west) and the V.I.P. Entrance (from east) are separated.

The Linking Passage, an aerial arch directly connects the Crown Prince Office Building to the Power Platform, through a Palm-tree Grid Landscaping and a Monumental Gate.

The Power Platform, a huge landscaped circle in the heart of the project expresses the informal activities. It is organized in two distinct loops. On the higher level, the V.I.P. Upper Ring including a V.I.P. Drop-off; on the inferior loop, the Pedestrian Lower Ring and its Circulation Satellites. The circular geometry of the Power Platform symbolizes the centralized thus absolute administrative supremacy of the Ministries Complex.

The Conventional Center; the emergent sharp-edged volume of the Conventional Center placed in a coherent relationship with the circle represents the formal activities, resulting in clear and dramatic forms. A V.I.P. Alley pierces through it a giant V.I.P. Gate.

A Personnel Parking Lot in the basement is available for employees. An outdoor Visitors Parking Area accounts for more than 600 cars.
