To encourage pop music creation, patronage performing talents and teams, integrate relevant peripheral industrial development, the R.O.C. plans to build a large pop music performing center in northern Taiwan with outdoor performing plaza and relevant measures. It is aimed to support development of the pop music industry in Taiwan with the goal of becoming the leading center of the Chinese creative music development internationally and for industrial experiment. The government is now actively pushing for the Northern Taiwan Pop Music Center Construction Plan.
With an area of approximately 7.65 hectares, the center base is located in Nangang District, Taipei City, nearby the MRT Kunyang Station. The principal space design comprises of an indoor performing hall with 4500-6000 seats, an outdoor performing space with 15000 standing seats, exhibition space for reputed musicians, a digital library, a medium and small indoor exhibition and performing live house, industrial communities and incubation space, etc.
We are eager to custom design a unique performing space for Taiwan’s pop music operation and development by taking into consideration all music types and the development trend of international pop music. We hope through clustering and trans-border performance will form the core of industrial development in the future.
Type of Competition:
Two-stage open competition.
Total Construction Budget:
The total construction budget (direct construction cost) is about NT$3,500,000,000 (about US$106,000,000) including the construction costs of various work items. The tenderer shall use this amount as the basis for estimating construction costs.
Service Fees:
The service fees for this project is a fixed fee in the total amount of NT$ 380,000,000. (about US$11,500,000)
Public Exhibition:
After the competition, the DCA will hold a public exhibition for the participant projects.
Stage One: No more than three Short-list Tenderers shall be selected to enter into the Stage Two. Honorable Mentions shall not be more than four entries. (the jury may choose not to select any or all prizewinner when it is necessary). Each Honorable Mention winner is entitled to NT$660, 000 rewards (Approximately US$20,000 (Estimated on the basis of exchange rate of 1:33)). The above prizes will be subject to the R.O.C. income tax and will be withheld by the DCA in accordance with the law of tax.
The First Prize winners shall be selected from the Short-list Tenderers: One First Prize will be awarded Planning, Design, and Supervision Rights of this project, one Second Prize and one Third Prize (the jury may choose not to select any or all prizewinner when it is necessary).
Each of the Short-list Tenderers submitting the Stage Two Proposal Documents, Presentation Attachment Materials (including Design Drawings and Model) and conducting the presentation and Q&A shall be awarded a prize of NT$1,650,000. (Approximately US$50,000. (Estimated on the basis of exchange rate of 1:33) The awarded prize money for the Winning Tenderer is included in the first payment of the contract and shall be deducted when the first payment of Service Fee is paid.) The above prizes will be subject to the R.O.C. income tax and will be withheld by the DCA in accordance with the law of tax.
