House of Culture and Motion. Frederiksberg
Offers are invited for a lead consultancy contract for a House of Culture and Motion in Frederiksberg. Frederiksberg should set a good example as a healthy community by focusing on motion and movement. The vision is to provide people in Frederiksberg with a vibrant, experience-oriented facility set within an innovative framework for culture and motion. The City of Frederiksberg and the Realdania foundation have joined forces to realise this vision. The building should be: — An experimental facility for culture and motion that offers a wide variety of sports and an experience-oriented laboratory focusing on evolving physical surroundings that will inspire people to engage in physical activity both indoors and outdoors, — A spectacular building whose distinct architecture, exclusive design and artwork based on new media, video, light and sound both indoors and outdoors make it an interesting experience to visit and use, — A building full of vibrant life which in an innovative way facilitates a constructive meeting of everyday physical exercise, daily cultural offerings and special art and culture events, — A green building that sets an environmental agenda through experiments with zero-energy solutions, with social and environmental sustainability as fundamental elements of its design, identity and activities. The contracting authority encourages participants to compose broadly based teams which, in addition to traditional competence in the fields of architecture and engineering, involves competencies from other areas of expertise such as sport, user involvement, process and art. The contracting authority also encourages young professionals to form teams with more experienced colleagues or enterprises. The competition is a two-stage competition in which six to seven teams will be invited to participate in the first stage. All teams submitting a compliant design in the first stage will receive a fee of 100 000 DKK. Teams selected for participation in the second stage will be paid a fee of 250 000 DKK. The built area will be in the region of 6 000 square metres and the total construction budget (exclusive the purchase of the site but including the fee of consultants) is about 180 000 000 DKK .
The selection of participants will be based on the following criteria, about which applicants are requested to provide information: 1) References from similar projects, including projects in which energy footprints and sustainability have been important elements and in which involvement of the building’s users is crucial in generating this result, with clear indication of the consultant’s role in the project in question. The list of references may also include unrealised projects. 2) The professional competencies of the lead consultant and any sub-consultants within the relevant fields of work. (Information must be supplied in the form of lists of general references for the consultants; not in the form of CVs.) Applications must also contain the following information: 3) Complete company data: Name, ownership, organisation, address, company registration number, e-mail, address, telephone number, mobile number and name of contact person. 4) The number of employees in the company over the past three years, broken down by field of work. (If the applicant company is less than three years old, information must be provided for the entire time the company has existed). 5) Annual revenue and equity for the past three financial years, ie information for which an auditors’ report has been issued. (If the applicant company is less than three years old, information must be provided for the entire time the company has existed.). 6) Information on professional liability insurance. 7) Solemn declaration that the applicant has no unpaid due debt in excess of 100 000 DKK to any public authority. 8) Documentation that the applicant is not covered by the matters set out in Article 45(2), paragraphs a), b), c), e) and f), of the Public Procurement Directive (Directive 2004/18/EC). This documentation may be a declaration from the Danish Commerce and Companies Agency in the form of a service certificate or a similar certificate, or other evidence signed by a competent judicial or administrative authority in the applicant’s country of domicile. 9) Consent forms from all participating sub-consultants, if any. The above information must be provided for all firms included in the applicant’s competition team, with the exception of the information listed in items 5 to 9 which needs only be provided for the lead consultant. Applicants who fail to submit the above information cannot expect to be shortlisted for selection of participants in the design competition. Only summary information is required and should be provided on a maximum of about forty A4 pages. The competition promoter may require documentation of the correctness of the information provided. The application information must be listed in the above order. 10) Firms based outside Denmark must submit documentation of their ability to meet the requirement of Danish being the language used at workshops and presentations during the assessment procedure and the working language in the subsequent negotiation and realisation phases.

All teams invited to participate will receive a fee of 100 000 DKK. Teams selected for participation in stage 2 who submit a compliant design will be paid a fee of 250 000 DKK.
