Design contest – “More room for human values”.
Based on local events during the Second World War, the Awarding Authority works with drawing parallels to today’s social conditions. The objectives are to strengthen the works for fundamental human values, democracy and attitude improvements as well as promoting dialogue and understanding between individuals, groups and nations. The main target group is school children.
Every year approx. 10 000 people participate in various activities arranged by the Foundation and the Foundation wishes to get through to even more people. However, the foundation has outgrown the building’s physical frames, and the premises therefore set obvious limitations of activity level.
The Awarding Authority has decided to carry out a restricted design contest where the object is to achieve a good and dynamic concept which ensure the ambitions the Awarding Authority has for developing the “Foundation Arkivet” to become a national centre for history dissemination and peace building and it shall simultaneously allow for bonds in relation to the “Foundation Arkivet” as a historical location.
The Awarding Authority put particular emphasis on the requirements and functions described in the “Project plan for development of the “Arkivet””.
It is assessed that extension of the site is possible, but the final extent must be clarified through a zooning process. It is also assumptions in connection with expansion due to the existing building’s architectural and antiquarian value.
The concrete object of the design contest is to find a winner project which displays options for developing the “Arkivet” with focus on the following areas:
— arena for dissemination and reflection,
— suitable areas for employees,
— flexibility (i.a. in connection with use of premises over a period of time, option for hiring out sections of the premises in evenings),
— logistics (evident entrance, areas with capacity for larger groups, etc.).

CRITERIA FOR THE SELECTION OF PARTICIPANTS
Qualification requirements in connection with prequalification:
If 2 or several companies merge in order to cover the requested capacity and/or competence, the documentation shall be submitted for all companies involved.
Financial and administrative requirements:
1. Company tax certificate (not older than 6 months).
2. Value added tax certificate (not older than 6 months).
3. Company registration certificate.
4. HSE self-declaration.
5. Insurance certificates.
6. Sufficient financial strength. This shall be documented by presenting accounts for the previous 2 years approved by an auditor. The provider shall have sufficient financial solidity in accordance with Lindorff Desicion standards. (The Awarding Authority will collect statement from Lindorff Descion).
Professional and technical requirements:
7. Quality assurance/management system.
8. Sufficient organisation and competence (for the company/the proposed team): Requirement that minimum 4 employees have relevant and requested competence for carrying out the tender project.
9. Approval in enterprise classification.
Selection criteria:
1. Assignment comprehension (weighting 50 %).
2. The proposed personnel’s competence (weighting 25 %).
3. Relevant reference projects for the proposed personnel (weighting 25 %).

CRITERIA TO BE APPLIED IN THE EVALUATION OF PROJECTS
Temporary criteria the jury will use in connection with assessment:
The projects will be evaluated in accordance with overall architectural quality. It will therefore be required that functional, technical and financial performance requirements are fully met.
The assessment of the tender proposals will therefore emphasise the following conditions:
— the project’s potential to fulfil the project’s objects,
— architectural expression/concept/volume layout as well as organisation in connection with access and surroundings,
— the building’s internal organisation and functionality,
— feasibility and project economy.
In connection with assessment of the cost criteria, the jury might use external competence in order to carry out a paramount cost analysis.

Each qualified participants will be paid 100 000 NOK (this amount will include VAT).
