Helsingborg is on the verge of its largest urban planning project in modern times. We have called it ’H+’. In many years to come, there will be a strong focus on the southern areas of the city: Södra hamnen, Söder and Gåsebäck. With H+, our vision is to unite the northern and southern parts of Helsingborg around the City’s approach channel and to create a centre of creativity in the Öresund Region. The new area will utilise and develop the strengths of Helsingborg. The proximity to the waterfront, the good communications and the strong position within transport, trade and logistics serve as key concepts for developing H+ into a dynamic location characterised by continual change. We are now looking for a strong structure for the urban planning process of the H+ area, its urban life, public spaces and buildings that utilises the specific prerequisites of the area in the best way possible. For this reason, we would like to invite you to participate in the project competition now being announced. We are looking for teams from a cross-section of disciplines with considerable expertise within urban design, creative thinking and involvement in urban processes. The main aim of the project competition is to help draw up an overall structural plan to set up a robust framework for the expansion of H+ area while safeguarding the overall qualities of the area. The participating teams will also be asked to study a larger area of central Helsingborg, as the implementation of H+ will affect the development of the whole of central and southern Helsingborg and its identity for a long period of time. Proposals are expected to provide input for the potential role of the H+ project in this development. The teams will also be asked to ’zoom in on’ various sub-areas/ locations within the H+ area in order to further illustrate the area’s potential. Helsingborg City is looking to find several long-term and strategic partners for the H+ project’s and Helsingborg’s urban planning process and the City hopes that this may lead to collaboration with several of the teams that have been invited. We believe that we will achieve a more urban result by combining several creative forces in a kind of ’open source’ planning. Consequently, we do not intend to appoint one winning team to be solely responsible for the area’s overall planning. The overall H+ structure for construction development planning will be finally determined in a detailed comprenhensive plan for the area, which is expected to take between two and three years. As a basis for this comprehensive plan several strategic documents will be drawn up for the area’s public spaces, various sub-areas and comprehensive elements. It is intended that parts of this work will be produced together with the teams that present the most convincing proposals in the project competition. In parallel with this, a few key projects will be initiated within the area.
